The FLRA handles only cases involving federal agencies, federal employees, and labor organizations (unions) that represent federal employees – except that the FLRA does not handle cases involving the U.S. Postal Service (USPS). The FLRA also does not handle cases involving private-sector employers, private-sector employees, or unions that represent private-sector employees. If your case involves the USPS or the private sector, then you should file your case with the National Labor Relations Board (NLRB).
